Edmond Area Council – January 2026

January 28, 2026
Guest Speaker: Randy Entz, Assistant City Manager, City of Edmond

Meeting Summary

Randy Entz provided an overview of major development-related initiatives underway in Edmond, with a focus on zoning modernization, upcoming code changes, infrastructure funding, and process improvements within Development Services. He emphasized the City’s goal of updating outdated regulations, improving predictability for development, shortening review timelines, and aligning infrastructure investments with long-term growth needs. The discussion highlighted several opportunities for industry engagement in 2026, particularly during public input and committee processes.

Key Points for Attendees

1. Unified Development Code (UDC) – Major Zoning Rewrite

  • Edmond is undertaking a full rewrite of its zoning code, subdivision regulations, and stormwater regulations, some of which have not been significantly updated since the 1980s.
  • The goal is to eliminate conflicting regulations, align standards with today’s housing market, and reduce unnecessary variances and approvals.
  • Anticipated improvements include more flexibility in lot sizes, building envelopes, and administrative (staff-level) approvals, reducing time and cost.
  • Public input is expected to begin February 2026, with adoption targeted for fall 2026.
  • While citywide rezoning is involved, most properties will see one-to-one zoning continuity, with changes focused on clarity and process efficiency.

2. Building & Fire Code Updates (Late 2026)

  • Edmond will update its building and fire codes to stay consistent with state-adopted codes.
  • Industry committees will be formed, and builders and trade partners are encouraged to participate due to anticipated real-world impacts on construction practices.
  • Engagement early in the process is strongly encouraged.

3. New Online Permitting & Plan Review Software

  • The City is replacing its current online portal with new, more user-friendly software expected to launch in late spring 2026.
  • The new system is intended to:
    • Improve communication between applicants and staff
    • Reduce review timelines
    • Make submissions and revisions more intuitive
  • This change is aimed at removing barriers that have replaced direct staff communication.

4. Street Funding & Infrastructure Investment

  • Voters recently approved an extension of the city sales tax dedicated exclusively to streets, expected to generate approximately $120 million over 10 years.
  • Public input on project prioritization will begin February 2026.
  • Construction is anticipated to begin in 2027, following design and planning.
  • While significant, the funding is considered infrastructure triage, as Edmond continues to address aging roads and utilities from rapid growth in past decades.

5. Traffic & Capacity Improvements

  • Edmond is expanding its Intelligent Transportation Systems (ITS), allowing traffic signals to communicate and be centrally managed.
  • This technology has already reduced congestion and accidents, with plans to reach near-citywide coverage.
  • ITS is currently one of the most cost-effective ways Edmond is increasing roadway capacity without full reconstruction.

6. Housing & Development Trends

  • Edmond continues to maintain a strong pipeline of vacant, platted lots, supporting steady single-family construction.
  • The City is seeing renewed activity in platting as interest rates stabilize.
  • Accessory Dwelling Units (ADUs) are already permitted and will be more clearly defined and encouraged under the new UDC, while maintaining neighborhood compatibility.
  • Commercial development has slowed but is expected to rebound alongside regional economic shifts.

Why This Matters to Members

  • Zoning and code changes are coming—early involvement can influence outcomes.
  • Process improvements should reduce friction and delays.
  • Infrastructure investment decisions will shape where and how development can occur.
  • The City of Edmond expressed a clear interest in industry engagement and collaboration.
